The project titled Political Culture and Social Innovation: the Russian Supreme Soviet 1990-93 sought to determine the cultural obstacles to the introduction of parliamentary institutions in Russia. It had three parts: (a) a discourse analysis of speeches of parliamentary deputies; (b) an institutional analysis of relations between parliament and government; (c) an analysis of roll calls and factional alignments.
