- The World Bank, with the support of the Energy Sector Management Assistance Program (ESMAP), has launched the Global Survey on Energy Access, which relies on the Multi-Tier Framework (MTF) approach. The first phase is being carried out in 17 countries across Latin America, Africa, and Asia. The survey's objective is to provide more nuanced data on energy access, including access to electricity and cooking solutions. The MTF approach goes beyond the traditional binary measurement of energy access-for example, "having or not having" a connection to electricity, and "using or not using" clean fuels in cooking - to capture the multidimensional nature of energy access and the vast range of technologies and sources that can provide energy access, while accounting for the large differences in user experiences. The MTF survey provides detailed household energy data for governments, development partners, the private sector, non-governmental organizations, investors, and service providers. This Energy Access Diagnostic Report details the results of the MTF survey in Kenya and provides the status of access to electricity and to modern energy cooking solutions in that country. The report also exclusively focuses on 14 underserved counties prioritized by the Government of Kenya for improving access to electricity and clean cooking.
