The data include an index of intellectual property protection for plant varieties. The index provides yearly scores for the period 1961–2018 for 104 countries, which have legislation on plant variety protection. The file includes the overall index scores and the index components.
The data-set contains an index of the strength of Intellectual Property Rights in agriculture. The index is based on the assessment of the following characteristics of IPR legislation:
1) Ratification of UPOV conventions
2) Farmers' exceptions
3) Breeders' exceptions
4) Protection lenght
